Shanghai STAL is a joint-venture endeavor of Allegheny Ludlum and Shanghai No. 10 Steel Company. Allegheny Ludlum, with its home office located in Pittsburgh, PA, U.S.A. is a manufacturer of precision stainless steel strips and currently markets its products in 35 countries. The 48 foot high facility is a pre-engineered metal building designed with metal wall and roof panels and stainless steel column covers and curtain wall system. The ground floor is a structural concrete slab, designed for 2000 (&3000) pounds per square foot, supported on precast concrete piles. The building is designed to support numerous jib cranes and several 10 Ton bridge cranes. Special construction is provided for the 'Z Mills control rooms and a large pit for the coolant filter system.

The two story office portion of the facility consists of a lobby, offices, conference rooms, employee dining, private dining, food service, men's and women's toilets, locker rooms and showers. The first and second floors of the office area are designed with heating and cooling.
